Do you need an energy performance certificate ?

The Energy Performance Certificate is an informative technical document that certifies the energy performance of the audited building, house or building (this being developed according to Law no. 372/2005). The energy certificate became mandatory after the law 159/2013 was passed. This normative act was published on May 20 in the Official Gazette and entered into force on July 19, 2013.
The energy certificate is part of the necessary documentation of real estate transactions (sale, rental, donation, tabulation). It is developed for new or existing buildings, the builder / developer / owner being the one who has to make it available before a future real estate transaction. For the “First Home” program, the banks require that in the file prepared for obtaining the loan, there be a certificate of energy performance of future homes (this must fall into an energy efficiency class A, B or C).
There are also exempt buildings: places of worship, temporary buildings (up to two years), non-residential buildings (agricultural), independent buildings with an area of ​​up to 50 square meters or buildings used less than 4 months per year.
The energy auditor for construction (authorized by the Ministry of Regional Development and Tourism and European Funds) is the one who elaborates and issues the Energy Performance Certificate.
The following documents are required when drawing up the energy certificate:
– the deed of ownership or the extract of the official book;
-cadastral file or survey (if it does not exist, the energy auditor will make the necessary measurements on the spot);
-details related to thermal walls: exterior walls, terrace / attic, carpentry, floor above ground / basement;
-details of heating, domestic hot water or lighting installations.
The issuance of the energy certificate can take between 1-2 days for an apartment or even a week for a block of flats, offices or commercial spaces. It will be valid for 10 years from the date of issue. If during the validity period major modifications or renovations of the building / building unit will be carried out, which will change its energy consumption, then it is necessary to obtain an updated energy performance certificate.
